Yes thats the correct, the vertical construction which is set at precisly 90o to the horizontal.Which has been covered in a reflective material to eliminate any friction that may occur when in contact with a nother motionary surface.

unless of course its a periscope! (and, yes, they did have them on targets (i.e. what we submariners call surface ships), where they needed to see outside of an enclosed control room or turret)
