Been thinking of putting varnish on the 1st layer planking, then sticking the 2nd layer on top as an extra barrier to water getting in.

In a word, DONT!! The varnish will stop the second layer sticking properly.
I'd finish the hull, then fill, seal and paint. Do a good job of sealign and painting will give you a waterproof hull. Just remember to touch up any scratches that occur during use. The inside needs to be water proof. A good coat of varnish will do the trick if you haven't used resin & glass tissue or bandage. Personally I don't reckon much to the idea of using bandage and PVA inside the hull. I'm not going to bother, I think I'll just use a coat of varnish.
