Bit puzzled, on page 144 it say's that the 'photography for steps 8 and 9 is incorrect and the deck pieces should not be shortened as shown in those steps' but steps 8 and 9 are just brass parts.
Does it mean step 1 where it say's to smooth the edes of the deck wall?

Eric if you look at page 90 photo 8 part 215 projects beyond the outside edge. page 144 photo 8 and 9 show it stopping at the edge. Anyway thats how I see it?

Yeah, it's the deck that should overhand the back of the superstructure by about 1/4 inch. The picture shows it erroneously without the overhang.
